This guide book is a complete design development guide used by Massachusetts in the development of all transportation projects. The State completely changed their guide book during a multi-year public involvement process. The Highway Commissioner points out that this manual provides increased flexibility in design requirements, particularly for lane and shoulder widths. It also places greater emphasis on the community context when design decisions are made and it should ensure that roads are compatible with community surroundings. The guide emphasizes multi-modal accommodations and provides transparent and clear project development guidelines on how to advance a project from planning to construction.
